The Impact of Naked DSL: An Analysis
Published: April, 2006

Naked DSL (NDSL), or the provision of xDSL service without the accompanied PSTN service over the same copper pair, remains a rarity today. At a retail level it is only available in selected Nordic markets and North America, and is being introduced in competitive broadband markets such as France and the Netherlands. The competitiveness of the markets at infrastructure level largely determines the appeal of NDSL. In markets with strong infrastructure competition (for example, through cable or local loop unbundling -- LLU), NDSL is typically available and relatively attractively priced, whereas in most other markets (if it is available at all) it is offered at, or close to, the sum of xDSL + PSTN services, offering little incentive to users or altnets to take up the service.
